“The American Society for the Prevention of Cruelty to Children, the world’s first child protective entity, was started in 1875 by the founders of the American Society for the Prevention of Cruelty to Animals after they learned that pets had greater legal protections than children. During the Gilded Age and into the early 20th century many young children and teenagers, often children of immigrants, worked in factories. The first federal grants for child welfare services weren’t authorized until the Social Security Act of 1935 and it wasn’t until 1962 that congress passed an amendment to the Social Security Act of 1935 that made state-wide child welfare agencies mandatory. By 1967 all states had mandatory reporting laws.”
