Policy Analysis and Description of the Project In order to put into practice the concepts and theories discussed this semester, in your teams, you will identify a semester-long project in which you will design, implement, and report on your attempt to influence an existing policy or proposed legislation at the state level. Each team will develop a project proposal indicating what they intend to accomplish, a specific product or products that will be the result of the project, and a timeline. Periodic updates on projects and the progress of your bill will be provided to the rest of the class throughout the semester. An individually written report of your project will include an analysis of your policy as well as the report of your advocacy activities. This is the initial draft (5 pages) of your final ISP paper. In this draft, include an overview of the project idea and what the group intends to accomplish with the project. You will also analyze the policy that is the focus of your project and describe how you will contribute to the project. The paper requires APA formatting, a cover page, and references which do not count towards the required five pages. Write as much as you can in those sections that are listed below. Title Page – not counted towards the five pages Introduction – Should include an overview of the project idea and what the group intends to accomplish with the project. Make sure the number and complete title of the bill (legislation) is listed, a summary of the bill, and the new bill number if it moves to the other side (house to the senate or senate to the house) or it has passed. Use one of the five frameworks for policy analysis to identify and describe: The target population, Social problem or social issue addressed by the policy, Services or intervention approach you will initiate through the group project (describe your role – what will you do?) FYI – Intervention refers to the type of change to be proposed or implemented. The potential impact of the services or interventions proposed in the group project (both intended and unintended consequences). How the policy was evaluated based on the actual outcomes. Support and Opposition – Discuss what aspects of the bill you supported and what aspects you opposed. Provide a rationale for the reasons for your support and opposition (based on both research knowledge and value positions) in paragraph form. Fiscal Statement – What did you learn from analyzing the fiscal statement? What fiscal issues are still unclear to you? (Paragraph form) Stakeholders – identify the stakeholders who are likely to support your position and why? What would be the best way to frame the issue to gather additional support? Project Strategy – discuss the group’s plan to complete the project (how will the group complete the project and which practice skills will be used?). Examples might include surveying students, faculty, or local residents, organizing a protest or town hall meeting; lobbying state agencies; conducting a survey of legislators’ viewpoints on an issue; planning a rally day, etc. In this five page draft, you will address the following sections of the final ISP paper.
